The Agency was established by the Primary Health Care Development Agency Law No 3 of 2014 and was enacted by the Taraba State House of Assembly to come into operation on the 23rd Day of February, 2015. TRPHCDA is poised to ensure a healthy society in Taraba State through a people–centred primary healthcare system. We strive for leadership in the promotion and implementation of high quality, sustainable by supporting delivery through resource mobilization, partnership, collaboration, development of community based systems and faction.

Our Mission
To provide leadership in the promotion and implementation of high quality, sustainable Primary Health Care for all Tarabans by supporting delivery through resource mobilization, partnership, collaboration, development of community based systems and faction.
The Agency is made up of a Governing Board Consisting of the following:
- A Part-Time Chairman appointed by the State Governor
- A representative of the Ministry of Health
- One representative of Local Government Councils to represent all the Chairman of Local Government Councils of the State.
- A representative of the Ministry of Justice
- A representative of the Planning Commission
- One representative each from the Three Senatorial Zones, One of which shall be female.
- A representative of the Private Health Practitioners
The Agency also has an Executive Secretary appointed by the Governor. The Executive Secretary shall be a Senior Public Health Practitioner hawing at least a Post Graduate Degree in Public Health. The Executive Secretary shall be the Chief Executive and Accounting Officer of the Agency, responsible for the day to day affairs of the Agency.

Functions of the Taraba State Primary Health Care Development Agency
A.To review the existing Health Policies particularly with regards to their relevance in the development of Primary Health Care and to purpose changes where necessary.
B.To stimulate and assist Local Government councils in initiating and accelerating Primary Health Care Development where none exist or where it existed but function below capacity;
C.To develop Health plans for Primary Health Care Agency at various level and to ensure their relevance to the National Health Policy;
D.To promote and monitor the implementation of Health Plans at various levels of the Primary Health Care Services in the State;
E.To provide strategy support for the implementation of priority Primary Health Care components as may be required f or the introduction of new component for integration;
M.To ensure compliance with such policy by the Local Government Councils with regards to facilities or equipment and staff under their care.
N.To develop and run a new model Health Care Facilities with acceptable formula between the Agency and the Local Government in issue;
F.Mobilize resources nationally and internationally for the development of Primary Health Care Support of the Agency’s programmes in particular, to work with all Development partners who are supporting Primary Health Care in the State;
G.To ensure effective implementation of all Primary Health Care planned activities as well as to ensure effective supervision and monitoring for the maintenance of minimum acceptable standards;
H.To ensure effective community participation in all Primary Health activities.
To strengthen referrals and linkages with other branches of the Health Sector especially in the Areas of reproductive and Child Health Care as well as other ailments with a view to significantly reduce morbidity and mortality of diseases of Public Health importances.
O.In partnership with the Local Government jointly finance, supervise, procure and supply essential medicine including equipment and training;
P.To perform such other functions, exercise such powers and do all such other things expedient for the carrying out of its functions and such other thing which in the opinion of the Board is designed to facilitate the carrying out of the activities of the Agency.
I.To strengthen referrals and linkages with other branches of the Health Sector especially in the Areas of reproductive and Child Health Care as well as other ailments with a view to significantly reduce morbidity and mortality of diseases of Public Health importances.
J.To develop a sound data base for effective planning implementation and supervision of all Primary Health Care activities in the state;
K.To develop effective capacity and skills of staff and communities;
L.To encourage collaboration with other sectors (Public and Private) at all levels in the development and support of Primary Health Care Systems.
